As a senior member of the Adkins consulting team and a seasoned construction professional, Mike is well qualified to perform assignments for his clients, serving not only as a senior analyst or lead advisor, but also as engagement manager & expert witness on a variety of construction projects or disputes. A Registered Professional Engineer & a West Point Civil Engineering Graduate with Masters Degrees in Mechanical Engineering & Nuclear Engineering from MIT, Mike has a strong background managing projects involving design development, engineering, construction, government contracting, and residential development. On troubled projects, Mike can provide owners & contractors sound business advice, troubleshooting, crisis management, alternative approaches / solutions, and technical evaluations, such as cost-to-complete estimates, schedule analysis, project audits, etc. For defaulted projects, he can extend his role to encompass project completion via contract re-letting, direct project management, or project administration & oversight. Mike has considerable expertise in the evaluation & resolution of contract disputes, to include contested contract awards. Factual & technical evaluations that he can competently perform include the following: issue & liability research; cause-&-effect determinations; delay / acceleration analyses; impact & loss of productivity evaluations; assessments of design errors & omissions; evaluations of construction defects; damage calculations; etc. Based on his many years as a professional in the U.S. Army Corps of Engineers, Mike has a successful record resolving contract disputes short of litigation. Should a dispute proceed to litigation & trial, Mike, along with the Adkins team, can provide a full range of litigation support services, to include assistance with interrogatories, document discovery, depositions, strategy development, trial exhibits, and technical experts & their reports. If necessary, he can deliver credible, comprehensive, and effective expert testimony based on many years of industry experience and having taught engineering at the college level. |

PROFESSIONAL EXPERIENCE: Mike’s expertise and competence are founded in a solid 25-year engineering career advancing through positions as Project Manager, Construction Executive, and Program Manager, before becoming a Senior Manager / Senior Consultant. While a Project Manager, he successfully completed all projects on time & to specification while staying within limited budgets and tight timeframes. In residential development, he guided several projects from conception, through design, and successful construction & delivery to new owners. His Construction Executive responsibilities included overseeing drafting of contract documents, preparation of bid estimates, awarding of contracts, and supervision & administration of several million dollar construction projects. When serving as a Program Manager, he reviewed the annual program budgets, secured funding, and allocated approved funds to selected projects. Experienced with activities on the front end of projects, he assisted owners in developing facilities concepts and reviewed & advised on architectural & engineering design including contracting with cost feasibility & constructability reviews. Knowledgeable in a wide range of project types, Mike directed the design & construction of office & education complexes; aircraft facilities; roads & bridges; and military training facilities. He executed contracts for fast-track projects to provide critical highway, sea, river, rail, and air transportation facilities. His program work involved responsibly carrying out engineering & construction of over $250 million in new facilities & renovation of existing facilities including work on a $150 million government building complex in Germany and a major pre-construction effort to build a 20-story office high rise in Italy. As the typical design issues & workmanship disputes emerged on projects, Mike promptly analyzed & resolved them without litigation. He led numerous negotiations with the contractors to work out not only pre-construction design / constructability issues but also owner changes & differing site conditions during construction. When a major project experienced a delay claim due to differing site conditions for unexpected soils, he quickly settled it by negotiations and by a subsequent termination for convenience. |
